Doubt the Yasuj bone recycling plant

The Informants / Kahjluyeh and Boyer Ahmed The waste recycling plant in the city of Yasuj, which was opened incompletely, was closed 10 months after the official opening, due to the failure of the municipality to fulfill its obligations, and it is undecided and is now bones in the wound.

Waste, which is known as dirty gold, annually generates a large part of the city’s income and creates job opportunities in some countries and provinces in this way. Kohgiluyeh and Boyar Ahmad provinces as the “natural capital of Iran” have been facing waste recycling infrastructure problems for years and thousands of tons of waste are being burned due to the lack of separation.

According to surveys, the per capita waste production per capita in the country is 850 grams, which is more than one kilogram in Kohceluyeh and Boyer Ahmed provinces, although this amount is twice the amount in the city of Yasuj, the capital of the province. 250 tons of garbage is produced daily in the city of Yasuj, and most of this amount is separated in the streets.

With planning and promises of support from investors, the investor is on the road to building a recycling plant in the city of Yasuj and with the efforts of the investor, after many vicissitudes, the first phase of this plant was laid in the “Dubishti” area of the “Dushtrum” region, with a promise to provide job opportunities for 100 people directly in the first phase, on Monday, September 7, within a week of implementing the first phase of the government’s financial support and the promises of the Minister of Interior to implement. It was handed over to the investor on the same day, and finally this factory was closed due to the lack of cooperation of the service providers and the municipality’s failure to fulfill its obligations.

Yasuj Municipality’s obligations remain on paper

Seyyed Mahdi Adelatkha, the investor of the waste recycling plant in Yasuj He criticized the performance of the Yasuj Municipality and its institutions regarding the obligations in building and operating the factory. In an interview with the reporter, he said: A large part of the Yasuj Municipality’s obligations remained on paper and were not fulfilled.

He added, “Given the needs of the city of Yasuj and even the provinces of Kogiluye and Boyer Ahmed, and with a focus on people’s health and environmental problems and preventing pollution of the water of Shah Qasim Dam and drinking water wells, we cooperated with the trustees to build a recycling plant.

Explaining that there are many problems on our way even in the construction process, Adaltkha said: We used a rented generator to supply the project with electricity, and we faced many problems with the obligations of the water, electricity, gas and other networks.

This investor explained: Despite all the problems, we did not give up and returned the first phase of the Yasuj recycling plant to work with all our might.

And Adalat He explained that the infrastructure problems did not end with the matter: in the obligations of the Yasuj municipality, the problem of controlling the separation from the source, preventing the activity of waste collection depots and the entire delivery of waste to the factory was noted, but none of them were implemented.

He stated that failure to fulfill obligations put a very high rate of waste in the circumstances of personal dismissal, and continued: In a way, the output and income of the factory were neglected due to poor fulfillment of the municipality’s obligations, and all of these matters were under the contract and obligations that the other party did not fulfill.

The investor in the Yasuj recycling plant pointed out that the infrastructure problems, the lack of cooperation of the devices, and the failure of the trustees to fulfill their obligations caused the factory to close within a few months after its opening, and said: This issue was formed so that the maneuverability of recycling reached the lowest level.

And Adlatakh emphasized: Because of the lack of cooperation of the municipality of Yasuj in the field of infrastructure, we carried out a large part of the transmission lines at our own expense, while this importance appeared in the municipality’s obligations with an emphasis on obligating the responsible departments. Even the environment has considered facilitating subsidies for the construction of recycling plants, but the municipality has not had a useful and serious follow-up in this regard. The municipality had to act according to the directives of the Ministry of the Interior, and in addition to these directives, it did not fulfill any of its obligations.

He said: After about 10 months, the issue of handing over the factory to the municipality as a trustee was raised in an official letter, and due to the lack of cooperation of the other party we agreed on this proposal, and although we subjected to legal procedures and obtained the approval of the city council and the implementation committee of the governor and issued a decision regarding pricing, the process of purchasing the factory was done by the municipality, and no action was taken by us in the factory, and no action was taken by the municipality, but no action was taken from the factory in the state, and no action was taken by the municipality, and no action was taken from the factory in the state, and no action was taken by the factory in the state, and no action was taken by the factory in the state, and no No action is taken by the manufacturer. responsible.

The investor in the waste recycling plant in Yasuj city demanded that the status of the plant be determined in the presence of pricing experts and said: We hope that the municipality will be able to use this capacity after handover to achieve sustainable work.

Unfortunately, with this situation at the entrance to the city of Yasuj, the capital of Kohceluyeh and Boyar Ahmet provinces, travelers and tourists are welcomed by the smoke of burning garbage that causes irreparable problems, and the authorities and curators should determine the role of the recycling plant as soon as possible so that these problems are resolved.

The investor has to raise his problems by going back to the board so we can follow up

Kevan Ashna, head of the Yasuj City Council He said in an interview with the reporter: Currently, the waste recycling plant is in the hands of the investor, and he must do his work according to the contract, and of course the investor must review the council and raise his problems so that we can follow them up and take a decision to solve them.

He added: The municipality must fulfill its obligations under the contract and of course the city council, the governor’s office, the county’s urban affairs, the judicial system and the investor can help solve this problem.

Sanitary disposal of waste is one of the duties of the municipality

Hamid Ardakany, director of the Occupational and Environmental Health Unit at Kogeloy and Boyer Ahmed Health Centre. In this regard, he told reporters: Sanitary disposal of waste is one of the duties of the municipality, and if waste burning occurs, it is against the law, and violators will be dealt with according to the law.

He said: In addition to air pollution, the harmful substances resulting from this procedure have harmful effects on the environment, pregnant women, children and the elderly, and as a guardian of people’s health and society, we are seriously pursuing this issue.

Complaint from the municipality to the judicial system

Islam Javan Khurd, director general of environment in Kohgiluye and Boyer Ahmed provinces He also said in an interview with the Informers Reporter: “We have filed a complaint with the judicial authorities against the former mayor for burning garbage at the Yasuj city dump site, and we have also filed a complaint with the court against the current mayor of Yasuj for this reason after the warning period has expired.

Pointing out that burning waste is one of the environmental pollutants and causes severe damage that cannot be repaired, and added: The production of toxic gases, including carbon dioxide, after burning waste is one of the challenges of this situation, and those responsible should search for healthy and principled disposal of waste instead of a quick and cheap solution.

Javadan Khurd said: The poison resulting from the burning of garbage has penetrated into the groundwater and soil, and considering that the landfill site is located near the Shah Qasim Yasuj Dam, it could be dangerous.

The task of the waste recycling plant will be determined within the next month

Sajjad Bahrami, Mayor of Yasuj He told reporters: Last month, the recycling station was on the agenda of the municipality and was discussed in various meetings, and the first phase of this station was completed, which faced conflicts over services such as water, electricity and gas, which we are trying to solve.

He added, “It was agreed with the factory investor that the factory be purchased by the municipality, and we are now in the process of legal procedures.”

Bahrami said, “According to the law, the problem of the Yasuj waste recycling plant will be resolved within the next month. Either the municipality will receive the factory and buy it, or we will fulfill the municipality’s obligations so that the investor can continue working until the task is determined.

It must be noted that the governorate authorities, including the governor’s office, supervisory bodies, the municipal building, the governor’s office and the municipality, entered into the problem of the garbage recycling plant in the city of Yasuj, which has become a matter of contention, and finally resolved this problem in a jihadist manner.

Of course, it seems that there is a garbage mafia in the city of Yasuj, for example, stations where garbage collection vehicles go, and financial circulation after that creates unhealthy trends, and there is a possibility that this issue and its financial repercussions will prevent this factory from reaching its end and causing unrest.
